Bio
Shri Sanjay Kulshrestha is a seasoned technocrat with over three decades of experience across Central and State PSUs and MNCs in the infrastructure sector, with expertise spanning end-to-end project execution, project financing, strategy, risk management, and resource mobilization.
He served for 17 years at REC Limited, a Maharatna NBFC under the Ministry of Power, where he spearheaded lending operations, business development, project appraisal, strategy formulation, and implementation of Government of India schemes. He also headed REC’s CSR arm and consultancy subsidiary.
Since assuming charge as Chairman & Managing Director of HUDCO, in October 2023, he has focused on strengthening HUDCO’s role in infrastructure development aligned with the vision of Viksit Bharat@2047. A strong advocate of sustainable urbanization, he is spearheading initiatives such as the Urban Invest Window (UiWIN) to create a pipeline of bankable urban infrastructure projects and support the objectives of the Urban Challenge Fund (UCF).
His leadership has emphasized lowering the cost of funds, policy and process reforms, technology-driven operations, asset monetization, improved governance, and achieving Zero Net NPA.
Under his dynamic leadership, HUDCO was accorded Navratna status. He envisions transforming HUDCO into a Maharatna CPSE by expanding innovative infrastructure financing, technical assistance, and knowledge-led capacity building initiative, positioning it as a comprehensive 360° infrastructure solutions provider with the guiding principle of “Profitability with Social Justice.”
