Bio
Muktikam Phukan is a highly accomplished chemical engineer and energy sector professional with over three decades of experience spanning process operations, oil and gas safety, energy efficiency, upstream exploration, joint venture management, and regulatory leadership. Currently serving as Director (Admin & Coordination) and Officer-in-Charge of the Hydrogen Cell at PNGRB, he is leading the development of India’s hydrogen regulatory and safety ecosystem in alignment with the National Green Hydrogen Mission. He is also a member of the National Hydrogen Safety Panel formed under the NGHM.
Before his present role, he served as Director (Technical) at PNGRB, where he oversaw technical and safety-related regulatory functions for the downstream oil and gas sector and played a key role in advancing national safety frameworks. Prior to this, he built extensive field and operational experience at Oil India Limited, including work in natural gas processing and LPG operations, where he was closely involved in process engineering, safety audits, and the handling of volatile hydrocarbons. He also served for eight years with PCRA under the MoPNG, leading over 100 energy audits across major industrial sectors. With this strong field grounding and broad regulatory experience, he brings exceptional technical credibility, practical insight, and policy vision to India’s evolving energy landscape.
