The Centre for Energy Regulation at IIT Kanpur is India’s first institutional centre dedicated specifically to regulatory research in the energy sector. Hosted by the Department of Management Sciences, CER strengthens interaction among academia, electricity regulators and utilities through research, regulatory databases, publications, stakeholder consultations and capacity-building programmes. Its work covers power-market economics, tariff frameworks, renewable purchase obligations, resource adequacy, electricity-market reform and the policy and institutional architecture required for India’s transition towards net zero.

CER’s participation is particularly significant because India’s next phase of renewable energy growth will depend as much on regulatory intelligence as on new generation capacity. Questions around market design, renewable integration, storage, consumer choice, grid flexibility and investment certainty require frameworks that are technically sound and institutionally implementable.
